ASTM F963-07

Can someone help me understand the ASTM F963-07 testing for toys...or point me in the right direction? Is it at all related to the CPSIA or is it a whole other animal? If you use all exempt items - fabric for me - does it still require ASTM testing?

Also, straying from the above question a bit: Does cotton stuffing fall under exemption?

The ASTM F963-08, which is part of the CPSIA is formed around, supersedes ASTM F963-07. To be able to read the full standard outside of it's reference in the CPSIA you will need to purchase the documantation direct from the ANSI http://webstore.ansi.org/RecordDetail.aspx?sku=ASTM+F963-08 . Basically the CPSIA incorporated what was a previously a voluntary testing standards for ANSI members with a seal of approval to mandatory testing for all makers of children's products as part of the law. It is daunting. But you're doing the right thing by taking the time to learn as much as you can so that your product is compliant. Kind of like having a headache now to avoid a massive migraine in the future :)

I could learn it all - but in the end it's just not possible to afford. I's a shame - I had beautiful ideas.

Plus testing for ASTM is quite impossible if what you create must be destroyed.
