is it true?

I'm not an expert on shipping internationally, but I don't think it will hurt to wait the 45 days. If your item still hasn't arrived after that time, the seller will be willing to deal with you. Sometimes shipping internationally goes smoothly and sometimes it doesn't. Patience is your best bet at this point.

Of course, that's just my opinion; someone else might think differently.
