What should a seller do if a buyer pays for 2, but only wants 1?

It's flattering when others tell you that your work is worth more, but what if a buyer purchases 2, and only wants the 1? Should the seller comply or still ship the 2 items? I feel the former cheats the buyer, but the latter ignores the buyer's wishes :-s

I'd ship the one they wanted, and also the other, but maybe write a note saying, "Here's a bonus gift you can give to a friend!" along with a business card or something.

Or only ship the one they wanted, but give them a coupon for the remainder to cover the cost of the piece they didn't want.
