Help requested for a sewing project :)

I would like some advice on a waistband.

I have a pair of perfectly good sweatpants, but the waistband elastic has stretched out.  It turns out that the actual waistband is not fleece, but a ribbing in a matching colour.

They have that stupid (in my opinion) newer style of band where the darn elastic is stitched right to the waistband fabric, so the only way to replace it is to pretty much remove the whole bloody thing.  That's okay because the ribbing is starting to wear out in one spot.

My question is - if I make a new waistband out of ribbed fabric, should it just be the same size as the top of the pants, and then using the elastic to tighten it to correct size for me?
