it's just a link shortening service like bit.ly, people use them on twitter sometimes or email. as far as I know there's not really a great way to see the source of the traffic redirected through there.
It's the opposite of a link shortener.... It gives you the full URL for shortened links. It's for people who aren't comfortable clicking a shortened link and want to make sure that it won't take them somewhere creepy.
