help please-Refunding an unregistered buyer on paypal

Hi A buyer and I agreed to cancel and order all in good cheer.
Im in oz and we don't have direct debit checkout.
I accept paypal only. I have issued a refund under issue refund in paypal and the transaction has come up as complete.
In the details of transaction that i can click through on paypal it states my buyer is unregistered and in the email when the buyer brought the item it said they don't have a paypal account. I have not received any email from paypal saying i refunded the item yet (only 1/2 hour ago)Yet my paypal account is missing the correct amount of funds and seems to have gone through because the transaction says completed.

a few questions
1- how can someone buy other than paypal when thats all i accept
2-I have delayed cancelling it through etsy as its asks if I have issued a refund -which i have but don't have email confirmation of.any advice?

I have asked the customer to confirm when funds come through so i know.

If they don't have a paypal account, they probably checked out as a guest with a credit card. I do believe that if you hit refund, that amount will go back to their credit card regardless if they have a paypal account or not since it's the card they paid with. I have a lot of buyers that process payments this way since it doesn't require you to set up a paypal account.

I've never had that happening to me. If a buyer uses CC through PayPal, that means you don't know if their address is confirmed, right? Do you get PayPal Seller Protection in case something goes wrong?

yep. i have seen this on another venue. it is a major issue.
and no, paypal will not cover the transaction under the seller protection program. (i talked to PP) they must enter an address in PP. so if you send an item..and they fight the transaction with a charge back on their card...you could (very likely) loose the money and product. :(

it is a serious issue. cuz it puts sellers at risk. i don't know when it will be fixed. i have since put that venue on vacation mode and directed those customers to my home site.
this is the first i've heard of it happening on etsy.

PP seriously needs to change their seller protection program if they are going to allow that type of thing. :(
