Um.... confused

I was contacted by another shop asking if I whole-saled the bags I make. And their shop is dedicated to selling bags and things like it. It's agains Etsy rules to buy something on Etsy and then re-sell it at a profit, right? I have a feeling that's where it would be going.... :(

I'm trying to figure out an eloquent way to ask them without sounding accusatory.

Yeah it's illegal to do that...you're suppose to make the bags themselves...do they have a shop or boutique?
Maybe you can tell them that you can sell wholesale but strictly to boutiques/stores/retail shops, etc.

Although its against Etsy policy to sell something on Etsy as Handmade that you did not make yourself, its not against Etsy policy to purchase items similar to what you make.

If someone asks for a wholesale quote, the first thing I ask for is their business Identification and where their shop is located.

That sounds a little fishy. I would definetly ask them in a nice way, "Do you have a store? Or what do you plan to do with these bags? I noticed you make bags also, they are very cute" :) Or something along those lines.

I was confused myself a couple months ago when a fellow etsy seller ordered one of my pacifier clips saying "i've been meaning to make these for a long time. But I am so busy I will just buy one from you. " And now she SELLS the same thing. Did she just order mine for a pattern or WHAT?
