Shipping - How to get a refund on incorrect shipping labels

Question -
I have about $30 in shipping labels that were never used due to either incorrect shipping method selected, weight, not able to download, etc....I had an intern helping me during a rush peak and now I am stuck with labels we have duplicated and repurchased. I know you can request a refund on the most current - however a I cannot even see the option to request a refund on the majority of them - some of these are as old as two months....new policy? anyone able to shed some light?

Go to orders, click on the receipt number. Go down the page to postage labels and click on "options". There you can select refund the label.
