How to set up a custom order message?

I just stumbled upon a new custom order button on another shop. It seems new. How do I set that up for my listings? I can't see to figure it out. Thanks!

Hmm I haven't noticed any new buttons! You're not taking about the 'request custom item' button are you? Where was the button?

It's a test I think, part of the new listing pages. It is not an option that you can choose as far as I know.
