How does opening a case work?

I have a case open against me for an item not delivered that I just got returned to me. On the package it was stamped with the reason as "OTHER: VACANT". I have no idea what that means since USPS verified the address.

On the Cases page I have uploaded screenshots of all the tracking and our conversations but I have not gotten a response back from the buyer. I sent him a message just now describing the package and asking how he receives his mail at his apartment. It was sent first class so I'm confused as to why it wasn't just left in the mail box?

How does responding to a case work? At this point, I'm thinking of just refunding and being done with it because who says this won't happen again if it gets sent back out again? And with no response from the buyer, what else can I do? How does this case eventually get closed?

Eeek! I'm sorry that happened to you.
I'm not sure how the process works, but in the event that you would re-send, I'd definitely do signature confirmation for your protection.
Did you contact etsy help about your next steps?
