Free/Cheap Photo Editing Software

What are some good photo editing software out there that are cheap or free (i'm on a tight budget)?

I use GIMP 2 for free. It's not easy to learn, but it's free and has all the functionality of Photoshop. I found this article last month and it cut down my editing time to less than half what it was before:

This will teach you auto levels for making white / black backgrounds actually turn out the right color which will make the rest of your item the right color in only a few clicks instead of adjusting a bunch of levels and using different tools.

Tried Gimp in the past and it was harder to learn to use; I didn't have time to spend on tutorials, plus it had many features I didn't need (at least for now.)

I used picmonkey.com for quite awhile but there were changes to the site I didn't like, so I started using ipiccy.com. I find it easy to use, effective, and quick.

You can get older versions of Photoshop free on Adobe's website. Otherwise, I love Photoshop Elements -- does most of what full PS does, but a fraction of the cost. And free with many electronic purchases (e.g. scanner, wacom tablet, etc.)

I mostly use Picasa. But if I have trouble editing the colors just right, I will use Gimp. I also sometimes use PicMonkey, but usually only for special effect type stuff.

I have Microsoft Office on my computer and I use the photo editing programme that comes with it - it works great and does all the re-sizing, rotating, colour adjusting, etc...

Picasa is my favorite then pixlr then picmonkey. All free. Picasa is a free download, the other two are online.

I like Gimp for more complicated things and Paint.Net for quick editing. I find Paint.net to be way easier to use and quicker to load.

GIMP is pretty good, and it's free. Its tools are similar to what Photoshop has.

I use picassa free, and to get down to the nitty gritty, I use fotofuze, which is free, and you don't have to have a stark white background either.

That depends on the capacity of your harddrive, right?

I have only played with a few pictures and haven't used it to post any yet, but I just discovered FotoFuze.com. It's very simple and the only purpose is to create a solid background, so no other features, but if background is what you're editing it seems like a great program.

I have used Photoscape. Sometimes my sister and a friend helps me with photo edition using Photoshop, but right now I don't know how to use that program.
I really like Photoscape but right now it's falling short for me. I will also check some of the links on this thread.
