Anybody can start a thread or post a response in the forums. You can only post responses in a team if you are a member. Also, some teams you have to be invited to join; not so for forums. There is a wide range of topics on the forums. If you want more focus, teams usually have that: SEO teams, ones for promoting your items, or like this one, specific discussions about how to improve your business.
