Not sure I understand the question. You want to know if there is a limit on the purchase value before you have to pay custom fees? In America, as far as I know, there isn't one. I always have to pay when I ship internationally. The custom fees both in Europe and America depend on the content and the value of the package. Shipping from the USA also depends on weight (unless it's flat rate shipping).
For example; here (USA) on a 12"x12"x12" with a value of $20, the shipping would be about $60.00 Priority Mail.

The parcel weights arround 5 kg.
Will she have to pay a custom fee?

Ah, yes. You pay the fees to ship, she doesn't. You get your money back by asking for the fee in the Shipping price. Free shipping is really not beneficial to anyone's business unless they are making a real profit and can afford it. I ALWAYS ask for enough shipping to cover the shipping AND the HANDLING (envelopes, transportation, etc.) without being unfair to my customers. First class on that order will probably be around $25-30.00.

I'll try again, if it's not too much:
the lady will purchase my items and she will pay the post expences.
The problem is:
how much will she have to pay for CUSTOM FEES (the parcel entering America ) If it is too much she probably won't buy my pots.

Whoops, sorry about that. You are talking about duty fees, not custom fees which I wasn't super familiar with. So the answer in the USA is $200.00. Hey, we learn something new everyday (At least, I do. It's never-ending with me)!
