I am no expert as there isn't too much mixing it up with my jewelry categories, but I would try listing your hats under different categories and watch your stats to see which hats are being viewed more....you may find that using the costume category will work well during the Halloween season, but not as well at other times of the year and in that case you would want to go back and edit the categories.
I wouldn't create multiple listings for the same item (unless you have multiples of the same thing). But you have lots of different hats - so lots of different categories and tags! I think using as many categories and tags as you can (across merchandise) will help you get noticed more.
Suzanne, I think it would be a grand idea for us to be able to select more than one section or category. I have tried changing mine back and forth but you don't know when that one person will be looking for something that you just moved or changed. I have a special section for Christmas gifts but I wish I could also show those items in the sections/categories they were pulled from. Maybe we will see some changes for more exposure!

I have been in the same boat and did actually put something in two categories because I had wine charms, but they were also holiday charms. I don't think it worked out splitting them up because ultimately people are buying the listing in the wine charm section more than the holiday section.
So it really depends. You could try it out and the worst is you waste 20 cents. Good luck!
Yes, I wondered about this too. I have created a sale category but that means the items are removed from bracelets, earrings, etc. I would like to keep them listed in their original categories so customers don't miss them.
