EtsyonSale has a bulk tag edit function. I've used it and it works well. (etsyonsale.com)

It is not. It would be awesome if the site we PAY would implement tools like that here. It would also be awesome if we could drag and drop existing tags to move them around.

The first time you use it you get about 5 free credits which is enough to pay for a bulk tag edit with credits left over. The cost is very minimal - 25 cents a credit or less depending on how many you buy.
