You can buy from a shop that makes great labels but has low minimums, though, so you don't have to invest $100 just to get started.
There are a ton of sellers of labels both on and off Etsy; the ones off Etsy generally have higher minimums (since they do more volume) but that is not always the case.
First I'd decide what kind of labels you want, then look for people who make those. There are a lot of options - satin labels (tagtopia and ikaprint here on Etsy are big satin label sellers with not too high minimums and good reputations), organic cotton labels (which we make), polyester labels, twill tape labels, etc. etc.
