Love that you started a Team! Can't wait to see what kind of collaborations come out of it.
The gift basket idea you mentioned would fall outside the Handmade policy. Selling items that were designed AND made by another shop owner, even if paired with your items, isn't allowed. To quote the Handmade Policy (www.etsy.com/help/article/4511): "In short, you must be designing OR making your items (or both). Reselling is not allowed in the Handmade category."
In the case of the collaborations featured, both sellers had a degree of authorship in the designs: the bag Kimberly made was designed by Angie and the jewelry Ash made used Leah's illustrations. Since Leah and Angie were not involved in the "making" part of the process, just the design, they both applied for Outside Manufacturing and list Ash and Kimberly, respectively as manufacturers on their About page.
Does that make sense? The kinds of collaborations in my story are really meant to show that an Outside Manufacturer can be another Etsy shop owner. For more info on Manufacturing, I encourage you to check out this page: www.etsy.com/manufacture
