I don't sell jewelry, so those smaller packages are a bit out of my 'knowledge zone', but as far as I know if you can keep your packages under 2 cm (or 20 mm), then the prices will be more reasonable.
Most people use Light Packet or Small Packet for sending jewelry items outside of Canada - and within Canada they use Oversize Lettermail.
Both oversize letter and light packet have to be under that 2 cm limit, I believe. But Small Packet doesn't have to be.

Not sure where you were sending to for the $20.00 price you mentioned, so can't say anything about that......but if it was within Canada - that sounds like the Xpresspost Prepaid rate. Regular Parcel would be about $15.00
That is the biggest reason to get your packaging down under the 2 cm limit - then you can ship within Canada using the oversize lettermail rates.
For an envelope with the right sized (under 2 cm) jewelry box, weighting between 200 and 300 g, it would be $4.31.
Cut your jewelry boxes down to under 2 cm or buy boxes already made that size, it will save tons on shipping.
