Is there a way to offer "free Regional shipping"?

I have items that are large boxes and are lightweight. I dont mind offering free shipping up to about $10. That would mean that if a buyer was close to my state they could have free shipping and it would be priority mail not parcel select. The jump in price in priority when you get out of what is considered regional is substantial. For example a priority box that is 12 x8x28 and weighs 5 lbs shipst from OKC to Dove city Colorado on the Colo/Utah border for $8.42. BUT when you cross the state line into Utah the same package costs $18.48.
So is there a way to adjust the shipping calculator to price by regions?

While it is not possible to offer free shipping by region or country via calculated shipping at this time, you may be interested in using Regional Rate boxes for your items.

You may add Regional Rate boxes as one of your Package Preferences and have those rates automatically calculated for their corresponding mail class. Learn more about Package Preferences here: https://www.etsy.com/help/article/6167

Thanks Mike , I did mention that my boxes are 28x12x8 inches in size. Do they have regional boxes in that size. I am keeping my fingers crossed on this one because shipping is killing me LOL.

Dee if you go to Preferences and look at the drop down menu under custom, you will see listed the various possible flat rate and regional rate boxes and their dimensions.
