I have not heard that problem. I have shipped scarves to Canada and Australia through my other shop, and never had a problem with customers getting them. I did order an item from switzerland that took like a month and a half to get here, so sometimes they do hold entire shipments to review what's in them, but the item did arrive, eventually. If your customer takes a while to receive it, and it is oversees, it is most likely a delay in customs, and will arrive in a few more weeks. As for the car, cars are more advanced then clothing, so I don't see how the same thing would happen. Maybe there was something unusual about the technology in that particular car, or maybe the agent was just having a horrible day, and wanted to take it out on someone. Either way, I wouldn't worry about it.
