VAT invoice - How do I make one?

A customer has recently asked for a VAT invoice. She's from the Netherlands. Any ideas how I make one?

Only VAT-registered businesses can issue VAT invoices, according to

Victoria is correct, you can't issue a VAT invoice unless you are VAT registered. Tell your customer that you aren't VAT registered and no VAT has been charged.
