Need help identifying this figurine's maker

I have a figurine that I know is at least vintage (I've had it that long), but believe it to be an antique. I've tried to find the origin of the mark on the underside and cannot. It is difficult to read, but looks like it is a C that is impressed into the porcelain and the number 9803. Again, it is difficult to make this out. I've searched and it looks like a Schneider style and upon reading saw that part of the company iwas Cie. So, would it possible that this is a Schneider? Or, does anyone know what it is?

Hi i know that Cie. is an abbreviation from a french word "Companie" was often use by swiss or french watchmakers.
