Creating a Purchase Invoice

Hello, I have a customer who is asking if I can send her a purchase invoice prior to the purchase because the purchase is for her mother who is in a nursing home who manages her money so they need the invoice to prove that the purchase will be for her mother before they release the funds. Is there any way to create such an invoice before a purchase is made?

I only know that you can make and send a purchase order through PayPal to whomever you want.

Just use PayPal.

You can use PayPal to create an invoice to anyone. All you need is their email address.
