Seller Not Providing Shipping Details | Sellers of Antique and Bygone Finds (Vintage Vogue)

I purchased a painting from an Etsy seller which was supposed to be shipped from Hungary to the US within 2-3 days of placing the order.Initially, the seller kept delaying the shipping and giving me various excuses for not able to ship for 2 weeks and finally marked the item as shipped with no tracking details.Since then I have already asked 3-4 times to provide proof of shipping and tracking details but the seller is not responding at all.I have contacted Esty and they are just asking me to open a case after a certain date.The painting cost is around $600. I see the seller has other reviews of the same nature wherein the item was never shipped or not received. Is this some kind of scam? what are my chances of getting a refund from Etsy? Shall I chargeback?
